The Southeast Public Health (SEPH) Board of Health met today in Kingston for their regular monthly meeting. The agenda package is available online.
Governance Committee update
At today’s meeting, the Board of Health (Board) Complaints Policy was approved. The policy outlines a transparent and accessible process that members of the public and the Board can follow to raise concerns about the conduct of Board members. The Board Member Oath of Conduct and Confidentiality Policy, which was established to ensure Board members follow a high standard of ethical behaviour during their time on the Board, was also approved. Board members will be required to sign the oath yearly.
Board Chair Nathan Townend thanked Robin Jones for her time as chair of the Governance Committee, as she has retired and moved from the region and is no longer on the Board.
Finance Committee update
The Board approved the 2027 mandatory programs budget of $49,925,051, as recommended by the Finance Committee. They also approved the use of up to $200,000 in reserve funds, if needed, for continued capital investments in infrastructure and technology.
2026 municipal election – Caretaker Resolution
The Board passed the Caretaker Resolution, which was deferred from the August meeting in order to get legal advice about the date it should take effect. This resolution is required to ensure that operations can continue during the timeframe when municipal representation on the Board is in flux due to the municipal election.
The Board agreed that the Caretaker Resolution will be in effect from November 15, 2026, until municipal governments have appointed their municipal members to the Board to reach quorum.
The next meeting of the Board is October 28, 2026.
