The Southeast Public Health (SEPH) Board of Health met yesterday in Kingston for their regular monthly meeting. The agenda package is available online.
Governance Committee update
At the recommendation of the Governance Committee, the Board approved an amendment to the bylaw pertaining to the designation of the head of the organization for the purpose of Municipal Freedom of Information and Protection of Privacy Act (MFIPPA). Previously the Chair was the designate, but going forward the Medical Officer of Health/Chief Executive Officer (MOH/CEO) will have this role.
This change reflects the process in health units across the province and supports operational efficiency as the Medical Officer of Health/Chief Executive Officer is already by legislation the custodian of personal health information collected by Southeast Public Health and now will also have the authority to expedite Municipal Freedom of Information and Protection of Privacy Act requests.
Municipal election – Caretaker resolution
The Board deferred a decision on a proposed Caretaker Resolution, which is required to ensure that operations can continue during the timeframe when municipal representation on the Board is in flux due to the municipal election.
Legal advice will be sought to clarify if the resolution should take effect on the date of the election, October 26, or the end of the councillors’ term, November 14.
The Board will vote on the resolution at the September meeting.
Strategic plan
Board Chair Nathan Townend noted that Board members would be participating in an additional planning session to develop their Strategic Plan, with the aim of getting it drafted as soon as possible.
The next meeting of the Board of Health is on September 23, 2026.
